Expanding AI services that residents can experience and building an industrial ecosystem by creating an AI cluster

Gyeonggi-do will create an AI city in Pangyo Techno Valley to conduct leading AI technology research and development and build Buksu Techno Valley to connect the AI knowledge industry belt. Using AI technology, Gyeonggi-do will provide interactive information on its website and introduce AI to services that are close to the lives of residents, such as safety checks and health care for the vulnerable.
Gyeonggi-do announced the vision of'Gyeonggi Artificial Intelligence: Opportunities and Changes' with these contents, and announced on the 23rd that it will promote seven projects during the second half of the 8th civil election in Gyeonggi-do: ▲ Creating Pangyo AI City ▲ Holding the Korea AI International Film Festival ▲ 360-degree AI plus care ▲ Gyeonggi AI agent AI Gyeonggi people service ▲ Creating an AI cluster ▲ Building an AI knowledge industry belt ▲ (tentative name) AI Innovation Center (4th Industrial Revolution Center).
Gyeonggi-do evaluated that it laid the foundation for personalized care, human resource development, and policy promotion using AI, such as AI elderly care service, fostering AI experts, and establishing an AI bureau, during the first half of the 8th civil election, and explained that it will establish Gyeonggi-do-type artificial intelligence centered on seven projects in the second half to expand AI services that residents can experience and strengthen global competitiveness.
The seven projects that Gyeonggi-do plans to promote are as follows.
First, the province plans to create Pangyo AI City in Pangyo Techno Valley, which will serve as a base for AI technology development and industrial fostering. In Pangyo AI City, the province will build an 'AI technology safety zone' with related organizations to analyze and utilize sensitive data such as healthcare data that is not available in the metropolitan area.
The province plans to provide Pangyo AI City with infrastructure and resources such as GPUs (graphics processing units) and domestic AI semiconductors needed for AI technology development. It will also support AI technology demonstration, AI business model consulting, and the creation of AI services utilizing public infrastructure in the province to foster AI companies in various industries. In addition, it plans to revitalize the Gyeonggi AI Campus, which is currently in operation, to foster AI experts and enterprise-based AI professionals in connection with big tech companies.
Second, it will hold the 'Korea AI International Film Festival' to revitalize creation using generative AI. The event will consist of a film festival and a professional forum to screen and award videos created with generative AI technology, and the first film festival will be held on October 25 at KINTEX.
Third, we are also promoting '360 Degree AI Plus Care', a caregiver project for the vulnerable using AI. As a measure to minimize gaps in care for the elderly and developmentally disabled, AI will be used to check the safety and health of vulnerable people and manage their health. In detail, it plans to provide various life services such as
▲ AI-based lonely death prevention and response service, which prevents lonely deaths and provides health care for the elderly by calling them
▲ AI care service for the developmentally disabled, which is a care service for people with the most severe developmental disabilities
▲ AI health care, which allows AI to check the safety, blood pressure, stress index, etc. of the elderly and chronically ill.
The fourth is an AI chatbot that provides customized policy information to users, aka 'Gyeonggi AI Agent AI Gyeonggi People' service. The province plans to develop a chatbot in 2025 to provide a pilot service on the Gyeonggi-do website and expand it by introducing interactive services, prioritizing public notices and announcements with high search rankings and welfare policies.
Fifth, the province will build an 'AI cluster' that provides startup space, education, and technology demonstration for AI startups by linking information and communication technology (ICT) clusters and universities, and sixth, an 'AI knowledge industry belt' that attracts future industries such as AI-based IT, semiconductors, and mobility to Buksuwon Techno Valley and connects them with industrial complexes in the province. The province plans to foster Gyeonggi-do as the capital of Korea's AI knowledge industry through the AI cluster and AI knowledge industry belt.
The seventh is the establishment of the (tentative) AI Innovation Center (4th Industrial Revolution Center) through a cooperation agreement between Gyeonggi-do and the World Economic Forum (WEF). In the era of rapid technological revolution, where opportunities and crises coexist, the center aims to optimally respond and prevent polarization through public-private cooperation, and will focus on supporting startups, small and medium-sized enterprises in the province that lack advanced information and global capabilities.
Deputy Governor Kim Hyun-gon said, “We will actively introduce artificial intelligence technology, the core of the 4th Industrial Revolution era, to the province to improve the quality of life of residents and secure Gyeonggi-do's future growth engine.” “We will do our best to ensure that all residents can enjoy the benefits of artificial intelligence technology evenly.”
